ITANAGAR, Aug 31: The members of Halo Society, a local NGO and Arunachal Pradesh State Hospital, Naharlagun today visited the Gyan Mission Orphanage, Chimpu and distributed relief materials to the orphanage.
The kitchen, dining hall and store room including essential kitchen commodities of the orphanage were completely burnt down in a devastating fire which broke out at the orphanage campus few days back. The visiting members also interacted with the kids.
Meanwhile, the orphanage management has expressed its deep sense of gratitude to the visitors for their love and help in this time of need.

Review meeting held
ITANAGAR, Aug 31: Jt. Director, Women and Child Development Dept. T P Loyi conducted a review meeting with CDPOs and staff of Dibang Valley and Lower Dibang Valley district in the office chamber of DD (ICDs) on August 27. Both districts has 6 sanctioned ICDs projects.
The CDPOs highlighted about the project under them, achievements and problems faced within their respective projects in the meeting. The review meeting discussed the need of constructing store rooms in every ICDs project so that RBTE items can be well stored. The CDPOs of Dibang Valley District claimed that they are not receiving RTE since long.
The joint director insisted on sensitization of PRIs with regards to various schemes and programmes implemented by the department. She also emphasized on the need to put effort by CDPOs to work along with health department to observe village health and nutrition day.
The Joint Director along with DD (ICDs) visited Anganwadi Centres and took stock of the functioning of AWCs and Director supervisory staffs and AWWs to carry out utmost sincerity and devotion in their duties.
The Jt. Director also called on Lower Dibang Valley Deputy Commissioner Shiv Kumar and apprised him of various schemes implemented by the department.

ITANAGAR, Aug 31: An interaction programme of Anganwadi workers and helpers was held under the initiative of Councillor cum ‘Member’ Empowered Standing Committee Taba Yall Nabam at women and Child Development Training Centre (WCDTG), Vivek Vihar here today.
The councilor took note of various problems faced by the Anganwadi Training Centre, workers and helpers. She also assured to take up various problems of state’s lone training centre, which lying in a ‘deplorable condition’, with the authorities concerned immediately.
She appealed to the anganwadi workers and helpers to discharge dutty sincerely for development of the society.
Earlier, the Principal of the training centre M Gao highlighted the various problems faced by the training centre.
The meeting was attended by child development project officer SC Tok, supervisors, gram sevikas, AW workers and helpers.
The Ward members of Ward No 5 also attended the programme and took active part in the discussion.
Youths resent poor construction of culverts
ITANAGAR, Aug 31: A team comprising youths of Balijan Circle Youth Association (BCYA), Hollongi Nyvgam Youth Association (HNYA) and supported by PRI leaders of the area under Balijan administrative circle, Papum Pare inspected all the culverts (bridges) being constructed using pipes within Hollongi Panchayat by the M/S TK Engineering and Consortium Pvt. Ltd. under the supervision of Public Works Department (PWD), Govt. of Arunachal Pradesh today.
During the joint visit, the team claims to have found that all the culverts (bridges) have been poorly built. The culverts are not only weak and outdated but also developing cracks and fissures which may not able to support heavy load of traffics.
Moreover, the culverts (bridges) have low water outflow capacity leading to stagnation of water and outflow causing the change of direction of stream. Further siltation in cultivable paddy fields due to absence of proper drainage systems for smooth flowing of water has caused heavy loss to the villagers, the release alleged.
Both the BCYA and HNYA have strongly urged the Public Works Department, Govt. of Arunachal Pradesh to immediately take stock of the situation and compensate the loss inflicted to the family concerned at the earliest.

CM to inaugurate army recruitment rally
ITANAGAR, Aug 31: The Indian army in coordination with district administration is all set to conduct recruitment rally for the eligible youth from all over the state at General Football Ground Aalo from 2nd to 8th September. Gupta is closely monitoring all arrangements like barricade, tents, installation of computers, electrification, drainage clearance, food and lodging, provision of toilet and drinking water and briefed in detail the process of recruitment.

GSU educational and social awareness tour concludes
ITANAGAR, Aug 31: The 16 days educational and social awareness tour of Galo Students Union (GSU) concluded at Tirbin with the team holding its last campaign at Govt. Secondary School on August 28.
The tour with theme ‘Kaju School Inlaju’ aimed at creating educational and social awareness among Galo people and taking stock of various problems faced by the students and schools in Galo inhabited area.
The GSU team interacted with various govt. authorities, teachers, students and public of all the visited areas and made an attempt to study the developmental activities and also the shortcomings of those same.
The union has decided to take up the issues with the authorities concerned after the conduction of the next executive body meeting of the union.

KKSU conducts educational awareness tour
ITANAGAR, Aug 31: Kargu Kardi Students’ Union (KKSU) inspected various schools within its jurisdiction during its education awareness programme and took stock of various problems faced by schools and students.
According to a KKSU release, various schools, including Govt. Sec. School Darak, GHSSs, Liromoba, Yomcha, Upper Primary Schools, Essi Kerte, Boje Lite and Tai were facing shortage of teachers.
Meanwhile, the union, in a memorandum has appealed to the director of school education to post a Science teacher (PCM) and English teacher at Darak Govt. Sec. School, English, Hindi, Economics, Geography, History and mathematics teachers (S/T) at GHSS, Liromoba, Economics (S/T) and Hindi (J/T) teachers at Govt. Hr. Sec School, Yomcha.
It also demanded for immediate posting of one Mathematics, English, Hindi, Social Science, Science (J/T) teacher each at Govt. Upper Primary Schools, Essi Kerte, Boje Lite and Tai.
KKSU also urged the DSE to provide sufficient quarters for teachers in those mentioned schools.

ITANAGAR, Aug 31: After a brief hiatus, hydro dollar is again raining in the state.
Government of Arunachal recently signed a memorandum with NEEPCO Ltd for construction
of mega dam Siang Upper Stage-
Altogether state government signed 8 MoU/MoA with various hydro power developers this year only. The total number of MoU/MoA signed till date is 233. Majority of the rivers of state has been sold to private developers and very few rivers remain untouched. However the big question is there any accountability of huge upfront money received from hydro power developers?
This year alone Govt received Rs 5246.65 Lakh upfront money. The hydro boom started
in the year 2005 when Govt of Arunachal started inviting private companies to develop
hydropower projects. In the year 2005-
National Hydroelectric Power Corporation Ltd (NHPC) paid an advance of Rs 225 crore to the state government for 3000 MW Dibang Multipurpose Project on river Dibang. This money was supposedly to be used for reviving ailing Apex Bank, however, the situation of bank have not improved much till date. As per the agreement, amount was to be recovered by NHPC with the interest of 9% per annum to be compounded annually from the value of free power which state Govt is entitled as per MoA. The NHPC has been authorized by state Govt for disposal of free power till the company recovers principle amount along with interest. It means state Govt will not able to use free power allotted to it from Dibang project until the advance paid is cleared. Such instance clearly shows that politicians are only interested in receiving upfront money and hardly worries about future consequences.
In all the cases it has been noticed that government went on to sign MoU/MoA with private developers without consulting the affected villagers.

Former minister Niani Natung passes away

ITANAGAR, Aug 31: Former Minister and senior Congress leader Niani Natung breathed her last at GNRC, Guwahati at 11.45 am today after a brief illness.
Hailing from Pakke Kessang Assembly constituency, East Kameng district, late Niani Natung became the first lady minister from Nyishi community after the demise of her husband Late Dera Natung, former education minister. She was holding the post of vice president of Arunachal Pradesh Mahila Congress Committee at the time of her death. She left behind two sons and two daughters, according to party sources.

ITANAGAR, Aug 31: Around 5000 youths from western Arunachal Pradesh representing eight districts of Tawang, West Kameng, East Kameng, Papum Pare, Lower Subansiri, Upper Subansiri and Kurung Kumey have attended the second day of the state government’s ambitious Job Mela cum Skill Development selection rally at Indira Gandhi Park here today.
Atleast 28 Vocational Training Providers (VTPs) were busy sensitizing the youths about job opportunities on various sectors within and outside state and imparting training in relevant skills for proper placements in different companies, besides grooming them for taking up self employment ventures.
The spectacular huge turn out of unemployed youths across the state is in fact ‘a good beginning for success’, as stated by state chief minister Nabam Tuki in his address here yesterday. Reiterating his government’s commitment to create employment avenues to provide sustainable livelihood to at least one lakh youths within five years, Tuki today hoped that the target may further exceed. He said that the government endeavors to provide social security, food security and livelihood security to the citizen through various programmes for a peaceful, tension free and crime free society in the state.
Speaking on vast employment avenues and career options in various public and private sectors, the chief minister hoped that with proper skill development, the youths will be gainfully employed for a decent living.
Speaking about the on going recruitment of 280 women police to man women police station being set up in all districts of the state, the chief minister also informed about the Army recruitment rally at Aalo from September 2 next and called upon the youths to participate in the rally.
Highlighting on self employment avenues in sectors like agriculture, horticulture and other allied sectors, he disclosed that such trainings will also be conducted in districts at the level of Deputy Commissioners every three months in future for selection of beneficiaries in a transparent manner.

Bar Association demands action against wrong doers
ITANAGAR, Aug 31: West Siang District Bar Association (WSDBA) demanded strict action against the group of people who allegedly attacked advocate Mimar Basar while he was attending a court hearing in the court of judicial magistrate first class (JMFC) cum EAC Otem Jamoh on Aug 29 at Tirbin.
In an emergency meeting held with WSDBA President Geli Ete on the chair, all the advocates of West Siang expressed their anguish over alleged barbaric attack on advocate Basar and sought the intervention of Chief Minister for immediate action against the wrong doers.

Young entrepreneur caught in the web of deceit

ITANAGAR, Aug 31: For one Gomar Karlo, 23th August was “horrifying day” and the incident would surely keep haunting him for rest of his life.
Gomar, a young entrepreneur at his 33 from Likabali in West Siang district has woken up by a call from his family on Friday morning informing him that he had been issued legal notice of Debt Recovery Tribunal, Guwahati with its O. A No. 216 of 2012 filed by UCO Bank, Itanagar Branch against debt of Rs 30, 15,772.
The unexpected information left Gomar speechless and dumbstruck with disbelief as he has been portrayed as defaulter in local dallies. However he somehow managed to control himself from being fainted and rushed back to Itanagar on the same day. On the way to Itanagar he realized that he is caught in web of deceit and the sky had fallen upon him. Tormented young entrepreneur vowed to fight tooth and nail for justice and to save his clean image.
On the same day he lodged FIR with Itanagar police station with case No.179/13, U/S, 468/471/420/34 IPC, accordingly the capital police acted promptly and arrested fraudster one Bishu Saha, S/O Sri T. Saha, resident of PO/PS Harmoti, district North Lakimpur, Assam who used to be Gomar’s tenant.
“I am as surprised as anyone of my family members on legal notice of Debt Recovery Tribunal served by UCO bank, honestly I never been to UCO bank ever in my life” said Gomar in disbelief.
According to police, Saha duped Gomar by forging his trading licence no. 2290/ Dated Itanagar, 28/6/05 with fictitious groceries business shop namely M/S Gyatri Enterprises in which Gomar was proprietor having business place at C Sector, Gandhi Market Itanagar.
Interestingly UCO bank granted sanction to Bishu Saha worth of 10 lakh with interest rate 13.25% P.A with monthly rests on 02/02/2007. Later it enhanced the cash credit limit from Rs 10 lakh to Rs 25 lakh in 11/02/2008 with rate of interest 14.5% p.a.
Investigating officer informed this scribe that accused Saha had confessed that he forged Gomar name to obtain cash credit from UCO bank. Surprisingly UCO bank readily granted sanction to Saha without having cross check on his personal details under know your customers (KYC).
“I cannot believe how come UCO Bank could grant sanction to such a huge amount to anyone without verifying the facts” he added. “I don’t want any local people become victim of fraudsters who are prowling around to strike at slight chance” Gomar firmly asserted.
Sources informed that in similar nature of fraud cases, the CBI had investigated against UCO bank on basis of FIR lodged by one Dr. Swapen Kumar Nandi Zonal Manager dated 11th February 2011 against then Chief Manager P.K Ghoshal and D K Roy now posted as senior manager UCO bank Jorhat, Assam. CBI later charge sheeted and the case is reportedly pending before the court of district and session court at Yupia.

ITANAGAR, Aug 31: Where there is no peace and work culture, there can’t be development even if Govt. sanctioned fund and schemes, said Tanga Byaling, Minister Rural Development and Power (Elect.) while addressing the PRI members during the sensitization cum training workshop at Govt. Hr. Sec. School auditorium, Seppa yesterday. This is the second phase of centrally sponsored flagship programme being conducted by the RD dept. in coordination with the department of Panchayati Raj and SIRD.
Minister Byaling also spoke in detail about motive behind the programme which is for proper implementation of all RD schemes. He added that the programme is to educate the PRI members about their role and responsibilities before devolution of power to them. He called upon the PRI members not to play politics and apply party system in developmental matters stating that party system prevails only during election, when election is over, elected leader is for all. He advised them to maintain unity and proper coordination with the local MLA for development of their respective areas. He called upon the people to take income generated activities like poultry, agricultural and horticultural activities etc and not to depend only on Govt job.
Terming MGNREGA and IWMP as best schemes, he called on the BDOs to guide the rural people and carry out schemes in a transparent manner by doing good works. Adding that uploading of MIS and timely submission of UC was required for flow of fund he assured to allot fund for Panchayat Bhawan at Seppa.
Tarin Dakpe, Deputy Commissioner said the training programme is to educate, aware and enable the PRI members to do good works and also to monitor schemes of all RD programmes. He asked for selection of realistic schemes at the Gram Sabha level. He was hopeful that with the visit of minister the power requirement of East Kameng shall be fulfilled.

No road construction without adequate compensation, say land owners
ITANAGAR, Aug 31: The land owners of the proposed road from Reru to Ring Road via Mide in Lower Subansiri district in a letter to the Chief Engineer, PWD, Central Zone, resented that the consent of land owners were not taken prior to sanctioning of CRF scheme amounting to Rs 645 lakh for construction of road which passes through individual as well as community land.
Stating that consent of land owners is mandatory for construction of road, the Miiro Khoda Welfare Society Capital Complex and land owners said “our land has not been acquired by the authority for the aforesaid scheme nor any compensation was paid to us till date. We will not allow any authority to use our private land and community land without acquiring the same as per law and if adequate compensation is not paid to us.”

The society further said that it had lodged an FIR at Ziro Police Station on August 18 against EE PWD Ziro division for causing damages to land and properties while executing the aforesaid work.
Alleging anomalies in preparation of bills for formation cutting, the society alleged that a sum of Rs 50 lakh had already been drawn.
The society and land affected villagers requested the CE, PWD, Western Zone to intervene in the present case and to initiate necessary action against the EE for his alleged arbitrary, malafide and illegal action and to stop him from making any further payments till the amicable settlements is reached between the land owners and authority concerned.

While expressing strong resentment over curtailment of compensation against forest products to the affected land owners, the society urged the DC that the affected people should be entitled to compensation for lost value of forest products/resources.
Other demands included, among others, inclusion of local medicinal plants and flowers/orchids into property assessment, providing free education to atleast one member from each project affected family.

ITANAGAR, Aug 31: Arunachal Pradesh Child Protection Organization has condemned in strongest term the shameful August 27 Likabali incident and award stringent punishment to the culprit(s) involved in the rape/molestation case as per law.
Expressing grave concern over the rising incidents of rape and molestation cases in the state, the organization demanded the authority to cancel the registration of the Green Valley Residential School, Likabali.

AGYO asks Govt for speedy trial
of Likabali rape case
The All Galo Youth Organization (AGYO) has condemned the reported molestation and rape of minor girls at a residential school at Likabali.
In a release, demanding the concerned authority to take strict action against the accused said, the rapist should be hanged.
Meanwhile the organization has given a 15 days ultimatum asking for speedy trial and awarding exemplary punishment to the rapist.
If the authority concerned fails to fulfill our demand within 15 days, we shall go for further democratic movement, it said.
Expressing concern over the alleged sexual assault on minor girls in a private school at Likabali, the Arunachal Civil Society (ACS) strongly condemned the heinous act. Demanding capital punishment to the accused, the Society appealed the state Govt and district administration to keep strict vigil on the private institutions in the state and take all measures to prevent recurrence of such shameful incidents in future.
“It is a big question, how a teacher, who is supposed to teach all the good things, could exploit its students sexually,” it said.
